1. Introduction
This statement is made pursuant to section 54 of the Modern Slavery Act 2015 and sets out the steps that Active Payroll Solutions has taken, and continues to take, to ensure that modern slavery and human trafficking are not taking place in our business or supply chains.
Active Payroll Solutions is committed to acting ethically and with integrity in all business relationships and to implementing and enforcing effective systems and controls to prevent modern slavery.
2. Our Business
Active Payroll Solutions is a UK-based umbrella payroll company providing employment, payroll, and associated services to contractors operating through recruitment agencies and end-clients across multiple sectors.
Our core activities include:
Employing contractors under overarching contracts of employment
Processing payroll and statutory deductions
Providing statutory employment rights and benefits
Working with recruitment agencies, end-clients, and professional advisers
Our operations are primarily based in the United Kingdom.
3. Our Supply Chains
Our supply chains are relatively limited and consist mainly of:
Recruitment agencies
Professional service providers (legal, accounting, HR, compliance)
IT, software, and payroll systems providers
Banking and financial services providers
We recognise that the labour supply chain presents inherent risks and therefore take a proportionate and risk-based approach to supplier oversight.
4. Policies and Governance
We have implemented policies and procedures to support our commitment to preventing modern slavery, including:
Anti-Slavery and Human Trafficking Policy
Whistleblowing Policy
Code of Conduct
Supplier Due Diligence Procedures
These policies are reviewed regularly and updated to reflect changes in legislation and best practice.
5. Due Diligence and Risk Management
To identify and mitigate the risk of modern slavery, we:
Conduct due diligence on recruitment agencies and key suppliers
Require suppliers to confirm compliance with the Modern Slavery Act 2015
Assess risks within labour supply arrangements, particularly where workers may be vulnerable
Maintain transparent contractual arrangements with contractors, ensuring clear understanding of pay, deductions, and employment rights
We do not tolerate any form of forced labour, bonded labour, or human trafficking.
6. Employment Practices
As an umbrella employer, we place particular importance on fair and transparent employment practices. We ensure that:
Contractors are employed voluntarily and can terminate employment in accordance with their contracts
All workers receive clear Key Information Documents (KIDs) and employment documentation
Pay is processed accurately, lawfully, and transparently
Statutory rights such as National Minimum Wage, holiday pay, and pension auto-enrolment are upheld
We operate robust processes to address worker concerns and complaints.
7. Training and Awareness
We provide appropriate training and guidance to relevant staff, particularly those involved in:
Contractor onboarding
Agency and supplier management
Payroll and compliance functions
Training focuses on identifying indicators of modern slavery and understanding escalation procedures.
8. Reporting and Whistleblowing
We encourage all employees, contractors, and suppliers to report concerns related to modern slavery or unethical behaviour. Reports can be made through:
Line management
Our whistleblowing channels
Confidential reporting mechanisms
All reports are taken seriously and investigated promptly.
9. Effectiveness and Continuous Improvement
We regularly review the effectiveness of our policies and procedures and will continue to enhance our approach by:
Monitoring developments in legislation and industry guidance
Reviewing supplier relationships
Improving training and awareness programmes
Strengthening governance and audit processes where appropriate
10. Approval
This statement has been approved by the Board of Directors of Active Payroll Solutions and will be reviewed annually.
